Eng. Federico Stubbe
Chairman and CEO



An award winning developer of planned communities, Federico “ Friedel” Stubbe is an understate yet confident visionary. A civil engineer, he refuses to be bound by conventional corporate standards that require a title to follow a name. The furthest Stubbe goes in calling himself CEO of what he describes as “a collection of development enterprises, each with its own name and (legal) structure and all of them dedicated to the creation of habitats that allow human beings to live in harmony among themselves and with nature.”

Stubbe is one of Puerto Rico’s largest developer-builders of upscale residential, master-planned communities with over $100 million in annual sales and more than 800 employees. In addition Stubbe chairs the board of the Peninsula de Cantera project, which serves as the redevelopment model for Puerto Rico’s Special Communities initiative. Stubbe donates his time to the project, convinced that economic and social development go hand in hand.

Since he was a boy, he wanted to work the land. “I grew up between Miramar and the farm my father owned in Cidra, loving the land. I was witness to Puerto Rico’s change from agricultural to an industrial society. Under my father’s supervision, I got ready for that change, ready to become a leader in the new economy.”

He chose a path in construction, pursuing a Bachelor’s degree in civil engineering at the Georgia Institute of Technology, and returned to work as project engineer and project manager for a general building contractor from 1971 to 1977. In 1977, he turned toward public service when he became an aide to the then-Governor Carlos Romero Barceló, and later chief of staff. In 1981, Stubbe left government to attend Harvard Business School’s Program of Management Development. After returning, he worked as general contractor from 1982 to 1985. Finally, in 1986, he became a full-time developer, bringing to life award-winning communities.

A twice president of the Puerto Rico chapter of the National Association of Home Builders, recipient of the Frank Ramírez de Arellano Homebuilders Award, member of the Georgia Tech Engineering Advisory Board as well as of the Governor’s Advisory Board for the Construction Industry, Governor for the Urban Land Institute, Stubbe personifies the modern- day entrepreneur whose concern for the environmental has turned into a mission. “As developers, we are nothing more than an instrument of the people of Puerto Rico to help create a better society.”

Federico Stubbe Jr. is President of PRISA Group, a family-owned, Puerto Rico-based developer and builder of green residential communities, resort, hospitality and gaming projects in Puerto Rico and Florida. Under the leadership of his father and mentor, the firm has developed residential projects with over 3,000 residential units. Mr. Stubbe not only embraces his father's development philosophies and core values; he has leveraged them to fuel PRISA Group's expansion into other business segments, such as limited service and luxury hotels, gaming, healthcare, and entertainment; and into markets in the mainland United States.

In 2003, Federico set up operations for the firm in Central Florida with the development of Lake Toscana, a 500-acre Conservation Subdivision, the first of its kind in Tampa Bay.

PRISA Group is currently developing Sabanera Dorado, a 1,400 unit master planned conservation community, with 515 sales to date, and Gran Vista Toa Alta, a 600-unit development, both in the outskirts of San Juan. Also, PRISA is a partner and developer/builder of the $1.5 billion, 1,400-acre Dorado Beach Resort, which includes the $340 million Ritz Carlton Reserve, the first in the Americas, which opened December 2012, and three ongoing luxury residential projects including West Beach Ritz-Carlton Reserve Residences.

In addition, Federico is spearheading the $150 million portfolio development of the 156-key Hyatt Place Bayamón & Casino, which opened December 2013, the 104-key Hyatt Place Manatí & Casino (opened March 2014), the 126-key Hyatt House San Juan (opening October 2014) and the 150-key Hyatt Place San Juan (breaking ground September 2014).

Future projects include the 350-key J.W. Marriott Dorado Beach, an entertainment center in San Juan, a 160-bed hospital in association with a reputed U.S. brand, and a select service portfolio in Southeastern U.S..

Mr. Stubbe serves as Vice-President of the Home Builders Association – Puerto Rico Chapter as well as Vice President and Director of the Board of TASIS Dorado (The American School in Switzerland), a PPK through 12th grade private school founded by his parents. A proud member of Young President’s Organization (YPO), he holds a bachelor’s degree from Georgetown University, and MBA and Civil Engineering degrees from the Massachusetts Institute of Technology (MIT) and its Sloan School of Management.


Carlos F. Amy
Managing Director



Carlos F. Amy serves as Managing Director of PRISA Group, where he focuses on the development and operation of the company’s hospitality, gaming and mixed-use portfolio. In this capacity, Carlos oversees the operation of the company’s hospitality and gaming properties, including the Hyatt Place Bayamon & El Tropical Casino, Hyatt Place Manati & Casino and Hyatt House San Juan (all currently under construction), representing over $115 million in development costs. Carlos also participates in the planning, financing and development of several of PRISA’s future mixed-use projects.

Prior to joining PRISA Group, Carlos served as Assistant Secretary of the Department of Economic Development and Commerce for the Government of Puerto Rico from 2009 to 2012. In this capacity, Carlos served as the principal responsible for the design, development and implementation of major government economic development initiatives, with a focus on the tourism and hospitality, urban redevelopment and film and media sectors. His major projects included leading the government’s $1.5 billion, 90-acre mixed-use redevelopment of the historic port of San Juan (“Bahía Urbana”). During his time in the Department, Carlos also served as the principal executive officer within the government with regard to all film and media matters, ultimately serving as Executive Director of the Puerto Rico Motion Picture Arts, Sciences and Industry Development Corporation.

Prior to working for the Government of Puerto Rico, Carlos was an Associate in the New York office of Simpson Thacher & Bartlett LLP from 2005 to 2009. During his tenure at Simpson Thacher, Carlos represented some of world’s leading companies, with a strong focus in Latin America, in a variety of corporate transactions across the aviation, consumer goods, energy, education, food processing, financial services, healthcare, manufacturing, mining, telecommunications and real estate sectors.

Carlos is a native of San Juan, Puerto Rico and holds an A.B in Public and International Affairs from Princeton University and a J.D from the University of Pennsylvania Law School, with a Certificate in Business and Public Policy from the Wharton School of Business.

Hans Moll Stubbe

Hans Moll Stubbe, a native of San Juan, Puerto Rico, spent summers during his high school and college years as a construction worker and design apprentice to famed architects Heriberto Carbia and Otto Reyes. “Working in the construction field allowed me to develop an appreciation for the physical effort required to accomplish our mission. It remains my most humbling and rewarding experience.”

Moll obtained a bachelor’s degree in architectural design from Syracuse University, which included a year of study in Florence, Italy. In 1994 he teamed up with engineer Orlando Méndez to work as a project architect for Dorado Beach East. He coordinated the design and construction process of amenities such as our award-winning entrance, clubhouse facilities and homes.

In 1998, Moll began supervising the design, development and construction of Sabanera del Río, the second version of our Sabanera lifestyle concept. That year he was named project manager for Sabanera del Río, a project of 520 homes, which was awarded Best Single Family Residential Project 2000 by the PRNAHB. In 1999 he started another master-planned community known as Veredas, with 750 homes.

Moll is an active member of the Colegio de Arquitectos y Arquitectos Paisajistas de Puerto Rico, [[only one in Spanish! Puerto Rico Architects and Landscape Architects Association, National Home Builder’s Association, Puerto Rico Chapter, and the Urban Land Institute.


Eng. Eduardo Cortés

Eduardo graduated in 1994 from Syracuse University with a B.S. in Civil Engineering and a concentration in Project Management, and is a licensed professional engineer since 1995, a member of the Urban Land Institute, and an active member of the “Colegio de Ingenieros y Agrimensores de P.R. (CIAPR)”. Prior to joining PRISAGroup, Eduardo was a Project Engineer and Manager from 1994 to 2001, completing projects totaling over 150 million dollars ranging from correctional facilities to commercial buildings and multi-level parking structures.

Since 2001, Eduardo has been responsible for the construction and operations of Sabanera Dorado, a master-planned community which includes 900 single family homes, 700 condominium units, the TASIS Dorado School, recreational facilities and other amenities.Eduardo also heads the development and construction team for the Hyatt Select Hotels in Puerto Rico which currently consists of the Hyatt Place Bayamon and Casino (completed in December 2013), Hyatt Place Manati and Casino (completed in March 2014), Hyatt House San Juan (completed in October 2014) and Hyatt Place San Juan (currently in construction). These properties represent a total investment of over $145 million dollars. In 2008, Eduardo was awarded the “Emerging Leader in Engineering” prize by the Civil Engineering Institute of Puerto Rico.



Eng. Orlando R. Méndez

Born into a family boasting numerous engineers, Orlando R. Méndez Monserrate was exposed to construction and development from an early age. Many of his summer and winter vacations were invested in gaining valuable exposure and experience by working under his father’s tutelage at a wide variety of worksites. Méndez is a civil engineer by training, having earned his bachelor’s degree in civil engineering from the Georgia Institute of Technology in 1991 and a master’s degree in construction management from the same institution, both with highest honors. Among his most recent accomplishments are his experience on the construction management team for the $132 million reconstruction and remodeling of the San Juan Marriott Hotel and Casino in Puerto Rico, and his current position as project manager for the redevelopment efforts within The Dorado Beach Resort, also in Puerto Rico. This massive project comprises a 1,300 acre beachfront property with four golf courses, hotels, private residential communities and various development parcels. This redevelopment effort should achieve a final sellout of close to 1,200 units and well over $1 billion in real estate value.

Mr. Méndez is a licensed civil engineer, a member of the Board of Directors of the Home Builder’s Association of Puerto Rico, an active member and ex-council member of the Urban Land Institute, and a member of the Puerto Rico Association of Engineers and Land Surveyors.


Eng. Rafael Morales
Director of Construction



Rafael Morales graduated in 1993 from Hofstra University with a bachelor’s degree in accounting, and in 1999 completed a bachelor of science in civil engineering from the Polytechnic University of Puerto Rico. He currently manages the construction of Dorado Beach East, a community consisting of 350 high-end single homes.

Morales is a member of various construction and real estate organizations, including the Urban Land Institute, the Home Builders Association, Puerto Rico Chapter, and the American Concrete Institute.


Lourdes López
General Manager & Project Coordinator



Lourdes López attained a bachelor’s degree from the University of Puerto Rico in 1983. She furthered her studies at New York City’s Fordham University, in 1985 earning a master’s degree in science in education. She also earned a Puerto Rico real estate broker’s license in 1991, and has since been directly involved in the higher levels of property management and sales. In 2002 López joined PRISA Group as a general manager in charge of operations and she functions as a liaison between the company and government and local agencies.


Eng. Javier Garcia



Javier Garcia is a licensed engineer graduated from the Polytechnic University of Puerto Rico with a bachelor of science in civil engineering with a concentration in construction engineering management. In 2006 he joined PRISA Group as a project engineer for the master planned community Sabanera Dorado.

In 2012 he was named Senior Project Manager for the $49 million development and construction of the Hyatt Place Bayamon & El Tropical Casino, and currently oversees the construction of the $39 million Hyatt Place Manatí & Casino and the $29 million Hyatt House San Juan.

Garcia is a member of the “Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR)” since 2009.
